🔑 Meeting Minutes Key Points & Discussions

1. New Nonprofit Organization
Formal launch of the Sport Flyer Estates Maintenance Alliance, a legal nonprofit to represent property owners and ensure legitimacy with IRS and liability matters. Distinction between the maintenance fund (for collecting contributions) and nonprofit officers (handling governance and compliance).

2. 2026 Draft Budget
Total Proposed: ~$11,320 Funding Mechanism: $120 contribution per acre (nominal max).
     Breakdown:
          Roads resurfacing: $5,000
          Runway mowing: $6,000 (30 cuts/year @ ~$200 each)
          Runway lighting electricity: ~$120
          Drainage/ditches: volunteer-based, no budget line
Community events/engagement: none allocated (discussion ongoing)
Reserve fund: none allocated (previously suggested $5,000)
Possible expense: online accounting/invoicing system ($16/month, plus 3% card processing fees).
Budget to be circulated by email and mail for voting; final approval scheduled for December.

3. Financial Transparency
Joe emphasized prior lack of accountability (no balance sheets, cash flow reports, or invoices).
Commitment to full transparency: publishing transaction lists of income and expenses.
Shift from “invoices” to “contributions” to avoid IRS/tax complications.

4. Community Relations & Enforcement
Joe advocates for direct, respectful communication to resolve issues (e.g., clutter, violations).
Emphasis on offering help (e.g., mowing, clearing) instead of punitive action.
Discussion of land use restrictions (LURs):
          Currently outdated and inconsistently enforced.
The community has historically prioritized road and runway maintenance over enforcing restrictions.
Residents favor maintaining a friendly, aviation-focused community rather than strict HOA enforcement.

 5. Land Use Restrictions (LURs) & Legal Framework
Amendments are possible via the Texas Property Code and petition committees (requires supermajority vote).
Past amendments included runway extension and safety zone adjustments.
     Key debates:
Whether contributions should be equal per lot vs. acreage-based.
Whether to update $120 cap (considering inflation).
Architectural committee relevance (few new builds remain).
Risks of HOA enforcement (lawsuits against the HOA if rules are not enforced).

6. Community Sentiments
Many members value the no-HOA, flexible structure.
Concern about new buyers being misled by restrictive deed language vs. actual community practice.
Mixed views: some want stricter enforcement for orderliness, others prefer informal cooperation.
Strong consensus: runway maintenance is the top priority and essential to preserve.

7. Other Topics
FAA marker balls on power lines are under discussion.
Reminder that mowing contractors should also note hazards (holes, ant mounds) for safety.
Agreement to add vegetation/roadway upkeep responsibilities to the minutes.

📅 Next Steps
The draft budget will be finalized and distributed.Voting to occur via mail, email, or online before/at the December 2025 meeting.
January 2026: Annual meeting + first collection of contributions (online and in-person options).

✅ Adjournment: Meeting closed with a motion and a second. Next meeting set for December 14th, 2025, 3:30 PM.
